State of Texas Deliverables Based Information Technology Services (DBITS)

ASSYST, Inc.  offers deliverables-based information technology services (DBITS) through this contract, specifically for:

Category 1:
Application Development, Maintenance, and Support, Technology Upgrade, Migration, and Transformation; and Enterprise Resource Planning (ERP).

Category 2:
Business Intelligence (BI), Data Management, Analytics, and Automation, including Data Warehousing

Category 3:
IT Assessments, Planning, Independent Verification and Validation (IV&V), and Market Research, Procurement Advisory, and Contract Implementation Services.

Category 4:
Project and Program Management.

We are pleased to offer our services to all public sector customers under the DBITS contract vehicle.The value of any one Statement of Work (SOW) may not exceed $5 million (volunteer customers are limited to $10 million), including all renewals, extensions, and change orders. At a minimum, each SOW will describe the deliverables, their acceptance criteria, and the service levels. Products and Services Specifications

1. Application Development, Maintenance, and Support, Technology Upgrade, Migration, and Transformation; and Enterprise Resource Planning (ERP)

  • Application Development is the creation of new applications, which may be mainframe, server, network-based, web-based, or a combination, and may require interfaces to existing applications.
  • Application Maintenance and Support involves troubleshooting, modifying, maintaining, improving security, and enhancing legacy systems and applications in a production environment.
  • Technology upgrades, migrations, and transformations can be achieved by migrating legacy applications to new technology, and may include introducing new technology into the enterprise. Transformation services include portfolio assessments, technology asset evaluation, business case development, planning, deployment, data migration, and training support.
  • ERP involves automating and integrating functions like financials, human resources, and asset management, and may include Business Process Reengineering (BPR) and training.

2. Business Intelligence (BI), Data Management, Analytics, and Automation, including Data Warehousing

  • Business Intelligence (BI) enables in-depth analysis and data mining of business data, often utilizing tools designed to easily access data warehouse data.
  • Data Warehousing involves collecting, organizing, and making data available for analysis, consolidating information across disparate units, and providing context for reporting.
  • Services include road mapping, architectural design, data transformation and loading, prototype development, data cleansing, integration with business intelligence/AI tools, data governance, and Business Analytics and Reporting (BAR).

3. IT Assessments, Planning, Independent Verification and Validation (IV&V), and Market Research, Procurement Advisory, and Contract Implementation Services

  • IT Assessments and Planning covers IT effectiveness, maturity, governance, architecture, and strategic/tactical planning, as well as staff assessments and succession planning.
  • Independent Verification and Validation (IV&V) involves the detailed analysis of a product, service, or system for compliance with requirements and independent oversight of SDLC processes.
  • Market Research, Procurement Advisory, and Contract Implementation Services include requirements gathering, development of evaluation criteria, negotiation assistance, and assistance with contract transition. Specific examples are cost optimization, financial planning, and IT contract management assistance.

4. Project and Program Management

  • Project and Program management encompasses processes aligned with the Project Management Institute (PMI) PMBOK® Guide, including Agile and organizational change management practices.
  • This category includes using the Customer's tools, commercial off-the-shelf tools, the Contract Holder's tools, and the Texas Project Delivery Framework.
  • Specific services include business case development, risk assessment, stakeholder management, strategic planning, program assessment, and Agile development/coaching.

Warranty and Return Policy

ASSYST fully complies with and upholds the warranty terms established by DIR under this contract. Our customers have thirty (30) calendar days from the date of invoice signature to notify us if they believe our consultant has made errors in the completed work. In such cases, ASSYST will promptly make the necessary corrections or revisions to ensure an acceptable work product at no additional cost. The scope of these corrections is limited to reworking the unsatisfactory portions without altering the original specifications or considering the level of effort previously invested in the work.

Electronic and Information Resources Accessibility

Information regarding Electronic and Information Resources (EIR) accessibility of this vendor’s offerings is included in the contract. Agencies purchasing products or services are responsible for complying with the Texas EIR Accessibility statute and rules, as defined in TGC 2054 Subchapter M, 1TAC 206, and 1TAC 213.
